Статья посвящена исследованию особенностей правового регулирования телемедицины в Российской Федерации. В центре внимания находятся законодательные нормы регулирования телемедицинских услуг, которыми определяются и закрепляются понятие, цели, формы и порядок оказания медицинской помощи с применением телемедицинских технологий. Подробно изучены основные коммуникационные модели, а также ключевые направления использования телемедицины: дистанционные консультации, консилиумы, биомониторинг, повышение квалификации медицинских работников. Дана оценка эффективности использования телемедицины в области здравоохранения. Отдельно отмечается, что действующая правовая база носит во многом декларативный характер и не охватывает ряд значимых вопросов. Предлагается комплексное совершенствование законодательства.

The article is devoted to the study of the features of the legal regulation of telemedicine in the Russian Federation. The focus is on the legislative norms regulating telemedicine services, which define the concept, goals, forms, and procedure for providing medical care using telemedicine technologies. The main communication models, as well as the key areas of telemedicine use, are examined in detail: remote consultations, consults, biomonitoring, and professional development of medical workers. An assessment is provided of the effectiveness of using telemedicine in the healthcare sector. It is also noted separately that the current legal framework is largely declarative in nature and does not cover a number of significant issues. A comprehensive improvement of the legislation is proposed.
