Статья посвящена актуальной проблеме цифровизации кадастрового учёта земельных участков в особых экономических зонах Российской Федерации. По состоянию на конец 2025 года в России функционировали 59 ОЭЗ четырёх типов с совокупной площадью свыше 500 км², однако цифровая инфраструктура их кадастрового учёта сохраняет фрагментарный характер. Выявлено ключевое правовое противоречие: ОЭЗ не включены в перечень зон с особыми условиями использования территорий, предусмотренный ст. 105 ЗК РФ, вследствие чего ограничения на земельные участки в их границах не вносятся в ЕГРН автоматически, что нарушает принцип публичной достоверности реестра и порождает информационную асимметрию. Научная новизна исследования состоит в комплексном выявлении правовых коллизий и пробелов, препятствующих интеграции информационных систем управляющих компаний ОЭЗ с ФГИС ЕГРН, а также в разработке конкретных законодательных и технических мер по их устранению.

The article addresses the current problem of digitalization of cadastral registration of land plots in special economic zones (SEZs) of the Russian Federation. As of the end of 2025, 59 SEZs of four types with a total area of over 500 square kilometers operated in Russia; however, the digital infrastructure of their cadastral registration remains fragmented. A key legal contradiction has been identified: SEZs are not included in the list of zones with special conditions for the use of territories provided for by Article 105 of the Land Code of the Russian Federation, as a result of which restrictions on land plots within their boundaries are not automatically entered into the Unified State Register of Real Estate (USRRE), which violates the principle of public reliability of the register and generates information asymmetry. The scientific novelty of the study lies in the comprehensive identification of legal conflicts and gaps that prevent the integration of SEZ management companies’ information systems with the Federal State Information System of the USRRE, as well as in the development of specific legislative and technical measures to eliminate them.
