<p>The article presents a comparative analysis of foreign experience in establishing sanitary protection and buffer zones at the boundaries of penitentiary system facilities combining production, utility and residential functions. It is substantiated that in foreign practice such zones are usually not formed as a separate departmental institution around prison industries, but are regulated through general environmental, hygienic, urban planning and occupational safety requirements. The article examines the approaches of Australia, Canada, the United States, the European Union and Germany, based on modelling of emissions, noise, accident risks, meteorological conditions, population density, ventilation, lighting and occupational safety. It is shown that foreign models are more often planning- and risk-oriented and involve flexible determination of protection zones taking into account the actual danger of the facility, monitoring data, public participation and interdisciplinary expertise. The author concludes that Russian sanitary regulation concerning penal system facilities should be further detailed, including the recognition of the residential area of a penal institution as an object of protection when designing a sanitary protection zone and increasing the flexibility of requirements for facilities that do not pose sanitary or environmental hazards.</p>
<kwd-group xml:lang="ru"><kwd>санитарно-защитная зона</kwd><kwd>пенитенциарная система</kwd><kwd>уголовно-исполнительная система</kwd><kwd>зарубежный опыт</kwd><kwd>буферная зона</kwd><kwd>риск-ориентированный подход</kwd><kwd>экологическая безопасность</kwd><kwd>пенитенциарная гигиена</kwd><kwd>производственные объекты</kwd><kwd>общественное участие</kwd></kwd-group><kwd-group xml:lang="en"><kwd>sanitary protection zone</kwd><kwd>penitentiary system</kwd><kwd>penal system</kwd><kwd>foreign experience</kwd><kwd>buffer zone</kwd><kwd>risk-oriented approach</kwd><kwd>environmental safety</kwd><kwd>penitentiary hygiene</kwd><kwd>production facilities</kwd><kwd>public participation</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">[1] Калиниченко И. М. 2019. № 2 (51).
