На сегодняшний день особую актуальность приобретает проблема правового регулирования искусственного интеллекта в условиях его стремительного развития и использования во многих сферах жизнедеятельности человека. Предметом исследования в настоящей статье выступает ИИ, а также нормативные основы регулирования его развития и применения на национальном и международном уровне (государств и организаций). Производится глубокий анализ нормативной составляющей данной области, самого определения ИИ, проблем, представляющих интерес для общества на сегодняшний день и их перспективных путей решения. Кроме того, стоит отметить, что важную составляющую играет необходимость создания четких правовых рамок для обеспечения безопасности, этичности, а также прозрачности применения ИИ, защиты прав и свобод человека и гражданина. Методологическую основу настоящей работы представляют следующие виды: диалектический, который позволяет рассмотреть не только положительные стороны применения ИИ, но и проблемы, аналитический, который помогает исследовать составные части заявленной темы, сравнительно-правовой при исследовании зарубежного опыта, кроме того индукция и дедукция.

Today, the problem of legal regulation of artificial intelligence is becoming particularly relevant in the context of its rapid development and use in many areas of human activity. The subject of this article is AI, as well as the regulatory framework for its development and application at the national and international levels (states and organizations). There is a deep analysis of the regulatory component of this area, the definition of AI itself, the problems of interest to society today, and their promising solutions. In addition, it is worth noting that the need to create a clear legal framework for ensuring the safety, ethics, and transparency of AI applications, as well as protecting human and civil rights and freedoms, plays an important role. The methodological basis of this work is represented by the following types: dialectical, which allows us to consider not only the positive aspects of the application of AI, but also the problems, analytical, which helps to explore the components of the stated topic, comparative legal in the study of foreign experience, in addition to induction and deduction.
