В статье речь идет о достижениях Совета Европы и Европейского Союза в развитии пенитенциарных правовых основ. Государства-члены Европейского Союза поставили перед собой задачу разработать схожие стандарты борьбы с преступностью и исполнения уголовных наказаний, а также оказывать друг другу тесное сотрудничество по данным вопросам.

The article deals with the achievements of the Council of Europe and the European Union in the development of the penitentiary legal framework. The member states of the European Union have set themselves the task of developing similar standards for the fight against crime and the execution of criminal sentences, as well as providing each other with close cooperation on these issues.
