Цель исследования – определение негативного воздействия международной институционной конкуренции на развитие передовых технологий и разработка стратегии для минимизации данного воздействия. В ходе работы применялись общенаучные и специализированные методы, включая методы анализа, синтеза, формально-юридический и сравнительно-правовой подходы. Для достижения согласованности действий международных организаций в процессе разработки актов, регулирующих применение передовых технологий, предлагается создать на базе ООН единый координационный механизм, позволяющий перейти от конкурентного подхода к сотрудничеству.

The purpose of the study is to analyze the negative impact of international institutional competition on the development of advanced technologies and develop strategies to minimize this impact. The research applied general scientific and specialized methods, including methods of analysis, synthesis, formal legal and comparative legal approaches. In order to ensure the harmonization of international organizations’ activities in the development of regulatory frameworks governing the utilization of advanced technologies, it is recommended to establish a unified coordination mechanism within the framework of the United Nations. This mechanism would facilitate a transition from a competitive paradigm to a cooperative approach.
